ANNANDALE – Robert Tartt scored the game-winner and Junior Kabombo nailed the back end of two free throws to help the Northern Virginia Community College men's basketball team defeat NJCAA Region 20 Division II rival Howard 68-64 Monday evening inside Ernst Gymnasium.
